It's in Namco Museum Archives Vol 1, you don't really need a fan-translation hack for it since it's already mostly in English but it does translate a few minor Japanese lines in the ending the second half of the true end seemingly segues into the arcade original implying that it's a prequel to it.
The Splatterhouse series normally plays more in B-camp-horror-schlock elements, so Wanpaku Graffiti stands out. It translates as "Naughty Graffiti" to signal that it's in a cartoony super-deformed artstyle with chibi characters. We actually have the 2020 Namco Museum Archives release to thank for cluing everyone that Splatterworld ever existed because the extras show some unreleased artwork for Wanpaku Graffiti sequel ideas (you can find versions of it in the Google drive in the previous thread), then we found out it was specifically an RPG only last year via a 1992 VHS tape send to retailers. Seems Namco had plans to continue this style of Splatterhouse but canceled and never revisited it for unknown reasons. Nobody had any idea it was THIS far in development.
