I respectfully disagree. Sally was constantly proven to be a lot less capable than she presented to be.

She's better qualified than Lanolin, a random civillian who took up a job nobody else wanted, but Sally's entire role was to provide resistance to show why Sonic's way of doing things was "way past cool".
