But in 1930s also Stalin teared away South Siberia and South Ural from Russia and gave to new Kazakhstan (Russian cities Pavlodar, Semipalatinsk, Tselinograd aka the current Kazakhstan capital, Guryev and so on, well, Kazakhs didn't have their own cities, they were nomads).
Stalin used Western Ukrainian nationalists as a core of the Ukrainian intelligentsia, aka the educated class, in the Ukrainian SSR. He annexed those problematic regions and joined them to Malorossian and Novorossian Russian regions, despite Galizia never being in Russia (some half-legendary times from many centuries ago don't really work).
Stalin created separated Ministries of Foreign Affairs for Ukraine and Belorussia. There was discussion even to make separate Ukrainian and Belorussian armies in 1940s. Ukraine and Belorussia became the countries-cofounders of the UN since 1945. They had their own places in the UN. Imagine New York/Texas/California or Wales/Scotland/Northern Ireland/Maine, or Bavaria/Hannover, or Brittany/Corsica having their own UN membership, let alone status of the UN cofounders. No country in the world has done it ever. Stalin did. Well, look how it turned out.
