No it's not. It takes almost a decade for an aspirant to become a marine. Inductiis could be churned out in a year with an accelerated growth and implantation schedule that skipped some of the steps and resulted in a load of failures and might have even accelerated the Heresy. Post-Heresy it is an even more dangerous process done only in the most dire circumstances.
