i remember in the 90s and 00s, various cities and states were giving out funds to install fiber optic into every home.... and cable/ISPs spent 50 years doing nothing, until the money ran out.
Google tried to start their own ISP in various cities, with cheap fiber optics, and those cable/isp companies spent millions of dollars fighting against Google to keep them out.

Billions of dollars worth of incencentives are spent every single year and most of the time, it never actually results in.... results.

The stick isn't used enough and most people know this, yet nobody does anything about it, thanks to "my side good vs your side bad" politics and "we can't do anything until the other side is vanquished"

There's no such thing as accountability, especially given how short people's attention spans are. You can be an awful leader, doing awful shit, but if an action doesn't happen near election time, all your past misdeeds are forgotten.
Or if the consequences for their actions take place 3-6 years down the line, people don't even know they were the one that fucked it up (most disregulations).
