What constitutes a functional country is a different topic and very debatable.
Functional countries also don’t have their governments defend foreign blackmail operations and try to cover up their tracks.

If it was few cases you might chalk it up to statistics. But this is widespread, and we’re reaching a point where Ukrainians celebrate that Russians are hitting TCC buildings.
Why? Because of points I already made. Ukrainians know what’s going on. They know they’re used as expendable meat to slow down Russia. They know war is already lost. Thus they don’t want to die pointlessly.
Russians on the other hand, as I said, volunteer in huge numbers. It seems demoralization you imply doesn’t really exist there. When people volunteer in huge numbers to fight a conflict, that indicates widespread confidence in war effort.
