Assuming that the Ecclisiarchy folds Christianity into worship of The Emperor, as they are known to do with compatible religions, then most of the planet are still heretics and some even openly worship demons. This is obviously a job for the Black Templars. The heretics are far too numerous to eliminate them all with bolt shells and stealth strikes, this is a job for chainswords, purifying flame, and zeal. (Orbital bombardments also help, and the Black Templars have the largest fleet of any chapter)
