She probably has affinity for it. Some older characters had chakra sensing with devices, and Ino has it without any, so it seems learnable, but difficult.

There were suggestion for Goku to be raised among the monkey summons. If Goku were to have that, or make a contract with them eventually, it could work.

Too bad the differences in sage chakra are vague. Kabuto had it with the snake summon but IIRC, not much about it is explained.

If he is to have a contact who generally gives him missions, then it'd probably be an OC for example, unless DB characters are ported over (Bulma could be adapted as a Daimyo I guess, one who likes to mess with tech), but depending on the role an OC would be more fitting.

Thinking of it, Korin would fit like a glove in Naruto given how many animals there are in it...
