Kal is obviously coming back, there is no way she'll be perma dead, especially considering Kal's BoC skin already shows her alive in the future of Terra, way ahead in time compared to where we are currently in the story.
But yeah unless they come up with something cleaver or at least just simply don't say anything about Kal in her BoC they could still make one for Mon3tr even if Kal is currently dead.
