Too many people make the mistake of viewing political ideology as an absolute that can be copy-pasted when it should be viewed more as a modifier stacked on the preexisting conditions of a society.
Italy had major cultural and ethnic divides between the north and south, so Italian fascism needed to be inclusive to both halves of the peninsula, and thus "has no need of the delirium of race". Germany was more ethnically homogenous, surrounded on both sides by enemies, and felt a cultural need to rally the support of Germans while repelling foreign influence, so German National Socialism placed more emphasis on race. The new American right will need to be somewhere in the middle to address America's needs. The main outgroups that could potentially supplant American culture are blacks, hispanics, indians, and chinese, so those groups would be most discriminated against. But America is more pluralist than Germany, and would thus need to integrate some percentage of those groups to function. No American is worried about Japanese, Koreans, Vietnamese, natives, etc so they would be accepted cultures.
