I believe its to explicitly state your intent to stay on a particular topic or sub-topic. I really do hate fucking small talk, and rather enjoy those long deep conversations that go on for a while, but I know not everyone, or even most people do. Sometimes I miss talking to my socialist friend about politics for a long while, especially now that I'm more into such things than before. Looking back, my understanding of politics was at "basic bitch" levels. Not that I use that specific term, but sometimes I mention enjoying talking for an extended period about things at work that I'm very knowledgeable about such as various workplace operations and common pitfalls and areas for improvement of effeciencies. Those that are teachable people are ones I find most enjoyable to talk with.

Drumpf often talks off the cuff so I don't hold numbers up as gospel, but its the larger point that he is usually right about. Reporters and gotcha pundint influencers focuse too much on semantics because they know Drumpf is right about the overall message he is trying to convey.
