The GFW (this Galaxy only) are at the level we will be on soon.
The Intergalactic Confederation (they travel between this Galaxy, the Andromeda Galaxy, and other Galaxies we don't know about yet) is on a level we will reach in the future.
And there are a lot of groups, alliances, and councils.
