Wrong, that is the EMSweep that happens at initiation. It happens once. The front of this video has been cut out before they uploaded it.

The double flash is right there in the video:
2 local maxima of brightness in the plasma cloud.
It gets brighter, then dims slightly, then gets brighter again, then dims again, and then lights out.
