I always figured both Panty/Stocking and Scanty/Kneesocks were both outcasts within their respective home realms. Obviously Panty and Stocking are too crass and chaotic for Heaven but I could also see the Demon sisters being too nice and orderly for Hell and thus got sent to Daten City. If we get demon bros I expect they'll be like the angel bros in that they embody the morals of Hell more than the girls.
