Favelas are all about 'do it yourself because you are on your own' attitude of the brazilian.
I understand your frustration with the homeless just being entitled and having no initiative, but if they were allowed to build their own homes in an empty part of town, they'd have more initiative to fix their lives.
A very large % of people in brazilian favelas like Rocinha and the ones being sieged like Alemão and Penha are actually hardworking people who are crowding the busses every morning to go to work, even if their commute is long.
People are willing to play the game of life even if they are losing. You really need to break people at a profound level for them to lose their will to live and grow.
I am sorry for your bad experiences with the homeless.
I'd frankly rather have a country of favelas than a country of homeless people.
