is_overtake actually just needs to have you fantasizing about overtaking an uma. I found this out when I was testing Ticket's Hard Worker gold skill. I'm not sure is if Late Surger Savvy or FOV skills like The Bigger Picture affects that 20m vision, it would be banger if it did.
