The problem for them is this strategy only works if controlled like a fire. While the fire is burning and stoked every so often, it provides them the heat they need to survive. If the fire is stoked too much, it becomes a raging inferno that can't be stopped. Lately the fire is rising, and the efforts to control it have become less and less effective.
