A bit of both. It's a paid service and has some limitations like only being able to generate new characters when the model gets updated, which isn't particularly often (iirc).
On the other hand SDXL is free, but requires you to run it on your own hardware, but also gets LORAs to slopp new gacha/anime characters within a few days or a week or two after their reveal.
