Old cartoon voice actors usually worked in a variety of different mediums beyond just cartoons. As a result they were very versatile and professional in how they approached their roles. The modern day landscape for voice acting is very different however and a lot of people make their start ONLY voice acting for animation and usually out of passion or hobby more than a profession. That is why you see the stylistic disconnect, but overly emotive or expressive voice acting is the go to these days because it's what autists like. It's also why animation in terms of facial expression and design has become more exagerated.
