Because they were smart enough to know that they need to maintain a firm grip of ownership and probably implement output/production quotas reserved for the domestic market so that not everything they produce goes towards export because it can fetch a higher price there thanks to the artificially overvalued and overrated foreign fiat currencies of the capitalist countries China exports to. And import restrictions as well, combined with an artificially devalued/relatively cheap national fiat currency, to protect their industrial base rather than destroy it by replacement with imports the way the capitalist west did with its own industrial base.
