This happens without property or land value taxes anyway. It's a pretty common complaint that as an area gets richer new comers start outbidding the locals for local services and houses. I get your point but if you already have property tax then land value tax doesn't introduce new downsides and is better in other ways.

Rural areas have way lower land values then cities. The burden of paying land value tax would overwhelmingly fall on corporations and the metropolitan elite.
