Personally, I think Manga Monster Garou is a cooler design (albeit, not when it cracks like armor or makes cutesy faces). But I also think another reason for the change was that Orochi just ate his lunch. Horns with a mask. This just looks like an inferior attempt to ape Orochi in manga continuity.
Though wether Orochi was even a good addition to the plot is another can of wyrms.
