Good character writing too. Like I said Fat Buu works really well with Satan. Vegeta's arc is good and probably one of the most quoted examples of character development in Dragon Ball to this day even if I don't think it's the best one. Satan becoming the savior the world is such a perfect Toriyamaesque ending to the arc.

It has all the iconic stuff. Take the Cell arc, what's so iconic about it? There'd be the Father Son Kamehameha (which is great)... Gohan's transformation, obviously... the RoSaT (despite being an asspull, it's an interesting concept), and Cell's initial horror design before it got shafted. That's kind of everything. Trunks too maybe. You can pick up any part of the Buu arc and you'll probably stumble onto a memorable, iconic scene. The strongest candy, Kamikaze Ghosts, fusions, Satan blowing up a gameboy on Buu's face, the explicit Genkidama (I like the one on Namek better for how much destruction it brought but this is the one people remember, the one where Goku asks everyone to help), Super Saiyan 3... This is the arc with the iconic group shot too.

Basically if I had to sum up my thoughts on this, you have "early Z" (Saiyans Namek) which has a very strong cohesive identity of its own and great writing, and you have Buu which similarly has strong identity and writing (a lot more chaotic, but strong). And then in the middle you have Cell which is kinda blurry, kinda generic, feels like a rehash and only differentiates itself with the Terminator vibes and the artificial vs organic nurture themes. That's why Buu wins so hard for me.
