Yes. It was quite literally the last Great Decade. That's not to say it was as good as the 1940s-80s were, but the highs were so high that even as everything was tumbling down during the decade the 1990s it was still so far above what followed.

It was the last decade where people were majority well adjusted and social and actually went out in large numbers to do shit.

It was the last decade where countries felt unique and distinct, even provinces/states within them. Going from New Hampshire to Minnesota to Texas to Georgia felt like going to 4 different countries with different people. When you went to Germany or England it wasn't a sea of globalized browns but distinct cultures. Even Canada felt unique and distinct.

Technology reached its peak in every regard without the massive negatives things like social media and AI programs would bring. Culture had never been high, but pop culture reached its zenith in the 1990s and even today most pop culture in every media is just coasting off franchises started/perfected in the 1990s.

Really, you could do a whole novel on how and why the 1990s were great (in hindsight).
