Of course they can. Loli/shota threads on /a/, /cm/ and even /b/ are full of people chatting. The issue is that mods consider posting even just one NSFW (for 4chan's standards, AKA with full nudity or visible genitals) image a "porn dump" and ban people for it. I saw a group of Blue Archive lolicons try to set home here and dump technically safe lolis, but it seems that they left.
