Batman rogues should have ambitions beyond blowing up Gotham city to "teach everyone a lesson". There's been 4 of them in a row obsessed with Social Demolition. They see how corrupt Gotham is (is it really that corrupt in The Batman?) and their answer is mass civilian casualties, so Billionaire Batman can be shown in the circumstance of saving all the Little People instead of maintaining the Status Quo of the powerful.
Narratively he'd be better off foiling caper and robberies and the occasional revenge-serial killing, rather than stopping Gotham from becoming a crater.
Batman movies COULD be a study of intense characters (some of them crazy, see Silence of the Lambs for example) with excellent action fights and setpieces.
Instead the villains are all glorified school-shooters on a metropolitan scale, and the fighting is complete garbage, the action is just an excuse to do elaborate car chases.
