Generally about half or more of the weapons in PoR are enemy drops rather than being purchasable or findable. The ratio of found glyphs vs. dropped is roughly 2-1, and the foundational melee weapons are mostly just found in levels, including higher tiered versions of the lance glyphs. Not to mention subweapons need to be grinded to usefulness in PoR whereas glyphs are strongest out the gate. I'm not gonna go through and make EVERY possible comparison between the two games, and i'm sure there's some niche places where PoR is more lenient. But frankly you're talking out of your ass, and by my estimations OoE is easily the more generous in terms of giving you weapons.
