Yeah, most likely.
It's been in production since 1966 after all and is used in a lot of aircraft.
But even so, I can't imagine they would have more than 100 engines laying around (functional) in reserves or in mothballed L-39s.

So it was always doomed to be a bespoke low quantity system.
