Being "afraid to approach women" doesn't mean they won't do it. A lot of people are "afraid" and nervous to go to a job interview but they still do it because they want the job.

But I won't bullshit you, in 2025 a lot of guys don't find it worth the trouble to approach women in bars since it's just easier to match with women on Tinder, OKCupid, etc.
