Not sure what you are smoking, proxies do pay japan's taxes, they are buying the stuff and you are buying from them, they are not your representatives unlike forwarders who can actually avoid those ( which is why they even ask your whole ID to begin with) . Plus they are taxed on their marginal fees as income taxes.

As for bulk discount, they dont really get any better rates, you can actually see the charges in the invoice slip they tack onto the box. They are not amazon who can just fill whole planes.
