I instantly realized I had everything at my disposal to copy this idea, thanks anon.
To make, I cut two strips of paper then placed them in the sewing machine. I ran a line of stitches down the paper, adding raffia between the paper as I went. I did three lines of stitches across the raffia, making a mat of even thickness. Then I tore away the paper from the stitches and trimmed the ends of the raffia even on the top and bottom. Applied glue to a ~6mm wood dowel and wrapped the start of the mat around it, waited for it to cure, then tightly wrapped the rest of the mat and tied it with a ribbon bow.
