It happened during the peak of the gay panic. Faggots were dropping on the streets, and people were afraid of going outside. Then they had a plan: let's infect a large group and see if it will really spread to heterosexuals.
Then they pick Africa. Most of those tests were made in South Africa because, at the time, the local government was very friendly to the US.
They infected a few thousand people in several villages to see how it would spread and kept taking their blood every few months. They realize that it indeed spread via heterosexual sex (someone must have lost a bet) but it pretty much only spread to females.
Then they notice something unusual: the results from Muslim Africans show a much slower spread rate than the christian africans, and attribute this effect to the circumcision (and not to the fact that muslims have better familiar structures in africa than Christians).
This is how they reach the conclusion that circumcision prevents HIV spread (from female to male).
