I think USSR tried to make it but USSR had no need for landfills because there was no trash in socialism. Also, trash was just burned for heat because heat is rare and scarce in Russia. Peru is like 50 c on a normal day when it's not winter when it's like -40 or -50 c. This is why spaniards never moved there besides exiled nobles and rapists who chose the penal colony over execution. Also, Russia has gas.
