ONE and Murata don't own Goku or Superman so they don't get a say in it. EPIC don't own any of those characters. Based on feats, Superman is stronger than Saitama. Saitama was unable to defeat Cosmic Garou with one punch. Cosmic Garou probably has a better chance of beating Superman than Saitama does since he might be able to generate some kind of kryptonite radiation if he can click on to Supes weakness to it.
