>then I think was given another body being OODagon?
Yeah, that would line up with how Lovecraft based off his version of Dagon on the existing deity of the same name. As far as the game's lore is concerned, "the one who shall not be named" likely did something unusual when they were creating their Dagon in the world of the Old Ones, somehow having access to a part of a different Dagon.
>was Bael actually Baal [...] and forgot his memories of Canaan?
Sounds about right. As for why Baal and Seth look alike, it's mostly thanks to their mythologies intersecting due to irl proximity. Given what we usually see in the game, it's possible Bael is a Shadow as well, but I don't recall them saying much more about it yet, hopefully they do in Summer Host.
>his plan seems flawed from the get go
Yeah, he was desperate, but he's cunning too and that's why I think at least part of his plan was successful, even if not in the way he intended. Dagon's Pillar must've had a critical role in keeping memories of Canaan, and the faith that comes with it in turn. As long as most people there believe the world should exist then it will, right? Well, that and Canaan's ties with the Tower of Babel. Not being included within the Game could mean it gets treated differently.
>he's the highest rank demon right?
Only of the hexagram order, according to his file. But yeah, even if it doesn't represent Gehenna as whole, tapping into the power of a forgotten god is very unique and it's not the only trick he's got up his sleeve.
