He gets banned frequently for ban evading, spamming, etc. They can't patrol /b/ 24/7 for the 100 threads a day he makes. Also, they don't care. See pic. He's contained on /b/, so as far as they're concerned it's not a problem, because /b/ is now essentially a containment board
