Yes, I too am a firm believer in the Iron Law of Oligarchy.
In a more authoritarian system, the people accountable for policies are easier to detect, decry, and revolt against.
But in a democracy and "economy/grifting first" society, there are way too many corrupt targets to even count and only a dictator can reel things back in to save it, else the cycle continues.
