Scopper was to wait at Elbaf in case Ace took the sky island route to Elbaf. Rayleigh was to wait at Saobody in case he took FMI. Crocus was to wait at reverse mountain. Garp was to keep Ace safe and make him strong. Whitebeard was to look after Ace after Roger's death. Roger's role was to kick off the age of piracy with his own death for Ace to live in the golden age of piracy.
Roger had all his top men and rivals in on making Ace the next Joyboy and Luffy fucked it all up.
