I was mostly commenting on you writing about there being "other Russian imageboards" of any size or prominence. And I stopped trying with dvach years ago because the most active threads (at the time; maybe still the case) were dudes whining about "TFW NO GF".
Dvach TG channels where they post cute animals/funny videos are OK though, but I wouldn't be surprised if the people who run them have zero connection to the site itself.

Putin's/Kremlin's insistence of doing everything "by the book" is not unique. Russia has always been a highly bureaucratic culture even going back to times of Peter the Great. That's not exactly the worst problem (although being a citizen in such a system isn't fun), but you have to wonder who Putin is trying to "impress". China, maybe?
