Lunar EC is a meme and if Columbina uses it as a core mechanic, she is also a meme. Even more meme-y than Skirk.
Skirk can at least obliterate the future pyro infused bosses or be a burst bot in future freeze teams. Lunar EC on the other hand will essentially just have a damage ceiling like dendro meaning it may be strong at launch but it will age like shit.
Ineffa is good in that she can do AOE really well for an off-fielder, so consider rolling for that. Also her weapon would be required for your theoretical Columbina team too, which makes the whole team pretty expensive.
