They obviously just realized a tunnel is much much more viable and all around better then some massive icy windswept impossible to maintain bridge that would just be a pain in the ass overall.

Look to Norway's tunnel project. Bridges are not the better option in such a harsh environment.

Imagine emergency response on this theoretical bridge? Fucking nonexistent, people would break down and die on the bridge weekly. A tunnel though? You can make emergency response work in that sealed environment.
