The answer is even simpler. Indians kill each other all the time (particularly women and children, after raping them). India is just a third world country that's too corrupt and unorganized for consistent crime reporting. If a woman tries to report a rape in India, she'll just be raped again at the police station and thrown into the street and the report will be shredded.
