A lot goes into being a game developer, to be fair. It's not as simple as just being able to rig and animate things, and I think many people are content just consuming things. But there probably are a lot more examples, and it's just that they go under the radar for one reason or another. Wild Assault is a by-furries for-furries type game, but no one knows about it. Fuga is as well, but that series is 1/3rd good as a whole. There are a shit ton of furry mods if it means anything, just not so many games like you described.
Also, the absolute king when it comes to putting off finishing their furry game is Crowchild. High Tail Hall is never getting finished.
