Did you miss what Lunar reactions are all about?
It's not about actual reaction triggered by two characters.
It's about characters having lunar reaction damage baked into their skill\burst damage.
Ineffa and Flins are good not because they can trigger lunarcharged as reaction, but because they deal huge ass lunarcharged damage through their passive\burst that ignores defense.
Not giving Columbina lunar damage is retarded, but they won't make her suddenly deal dendro or electro damage instead.

Nod-Krai is pretty good actually...
