Venezuela has a lot of issues going for it, aside from being on the verge of getting bombed by the US it's been strangled by the sanctions for years.
Just dropping in into a random neighborhood is probably a bad idea. Designating a town as a white flight zone and inhabiting it with firstworlders who have had enough would work better.
Watched an interview with a guy who was there recently and he said even Caracas itself isn't really homogeneous and some areas you're just asking to have your phone swiped, others are safe.

As for the power outages, I'm more shocked that South Africa, an English-speaking country, with lots of whites in it and decent ties with the West, still has rolling blackouts too.
