I wouldn't say that they're better, they're just better at appealing to the lowest common denominator.

Atlus' artists are relatively average, but their games are critically and commercially successful so they believe that feel that they have a standard to uphold. Consequently, they feel that they need to "do something different" while still pandering to Atlus fans. This inherently entails writing and designing characters that may not appeal to people, and because of the way that the games are developed it's difficult to change unappealing characters.

A gacha game outsourced to the Chinese, who have none of the artistic pretension that Atlus has. They're free to design a hundred different same-face waifus who endear themselves to the player based entirely on whatever aesthetic, fantasy, or fetish they appeal to. They will rarely, if ever, go against what the player wants.
tl;dr Atlus tries to write and design more complex, compelling characters, but fails at it. Perfect World and Black Wings just design characters that appeal to horny people with a potential gambling problem like
