Any air pistol over 500fps is a restricted firearm and a handgun, yes. You only see them for olympic target shooting.

Any no-pal air pistol available here will do 450-490fps, opt for the 22 version for greater muzzle energy over 177. Crosman 2240 or 1322 are prob your best options.
