The world even seemed to be in a superpostion of two worldlines in A;C - the SGWL and the last one from Zero (which is the one the anime of Zero ends on). Which is not explained yet what it actually means. Probably something to do with how important the events of Zero were.
The thing is that you don't fully understand what "reading steiner" is and how the memories of the people are retained between the worldlines. What you think happens with Okabe and the thing about "the most important one" are wrong.
