I barely ever run out of tanks to bomb in GRB. Not getting ground kills for all payload stores usually happens due to
- having to ditch payload due to enemy air
- noticing enemy planes too late and straight out dying
- flying into SPAA like a retard
And I'm not some sort of CAS god, mind you.
