TL;DR Capcom greenlit DMC2 but didn't get Kamiya or any of the guys involved in making DMC1 to help make 2. They instead just passed it around to various different devs until it eventually fell onto Itsuno's lap at the last minute, he was basically tasked with making and directing a videogame from scratch, which understandably resulted in the game being a pile of shit
